The Boulevard at Box Hill

Perched on a hilltop with a dominant and commanding view of its surroundings, The Boulevard at Box Hill will be Harford County’s premier retail and shopping destination. The Boulevard at Box Hill will be the heart and soul of this rapidly growing region. Its location, less than a quarter mile from I-95, can easily serve the entire Harford County community as well as southern Cecil County and Northeastern Baltimore County. Furthermore, it is a short drive from Downtown Bel Air, Abingdon and Aberdeen Proving Ground, which will benefit from the creation of thousands of new jobs and new families moving into the area as a result of the Federal Government’s “Base Realignment and Closure Act” (BRAC). This influx is also expected to increase the average Harford County family income, which is currently $83,900.

The retaining wall that was constructed to create the Wegmans site reaches 45 feet in height at its peak. Eventually, special ivy plantings will take over and transform the masonry block into a “living wall.”

Nearly 240,000 cubic yards of earth were moved over a nine-month period to construct Phase I. A nearly 40-foot hill was relocated.

When complete, the entire retail project should create nearly 900 jobs, and at market value of nearly $65,000,000, should create a real estate tax basis of approximately $6,000,000 over the first 10 years of full operation.

The Boulevard at Box Hill will not be just Big another suburban shopping center. With over 400,000 square feet of premium retail space and another 50,000 square feet of restaurants, ranging from casual fare to specialty dining, it is sure to become the social hub of the area. It has been designed to respect the small town atmosphere typical of Harford County and incorporate an open-air plaza, which will be the center of constant activity, swirling with energy and motion. Leading to the plaza will be a tree-lined boulevard to reflect the “Main Street” feel, which will showcase an eclectic mix of value and specialty retailers. Two-way traffic and on-street parking will introduce an urban component for the ease and convenience of shoppers. However, the street’s overriding feature is its strong pedestrian orientation. Sidewalks are designed to be wide enough to promote casual strolling and window-shopping. Also, carefully placed landscaping, street lamps and lively banners along the Boulevard will add to the festive atmosphere. Shaded patio sets, awnings and outdoor cafes will allow relief from the elements, yet provide a chance to engage in our favorite pastime of “people watching.”

Planning for this project started in early 2003 as part of the development vision by Ward Development Group, the property owner. Members of the Ward Family and company executives sought to develop a long-term asset for the residents of Harford County, yet provide a different atmosphere from other retail developments in the region. The goal was to create a “shopping experience” and not simply provide for the everyday shopping trip. Following the successful rezoning of this particular parcel during Harford County’s comprehensive rezoning, and the successful inclusion of mixed use retail centers in the zoning code, the vision would take hold and plans wholesale mlb jerseys were put into motion for Phase I. In the subsequent years, Wegmans Food Markets was actively trying to identify the right opportunity for its market position and substantial capital investment in the local market. After nearly three years of discussions, Ward Development Group was able to secure Traveled Wegmans’ commitment to join the tenant roster for the Boulevard at Box Hill, and development plans would soon be underway.

Opening on Sept. 18, The Boulevard at Box Hill will be anchored by a 135,000-square-foot Wegmans Food Market, which will draw a steady flow of daily customers from a radius of 20-plus miles. In addition, discussions are ongoing with national department stores to anchor the center’s lifestyle component. An additional 88,000 square feet of multi-level office buildings will also be built to complement the 200,000 square feet of existing space existing in the Box Hill Corporate Center. The first of several office buildings recently commenced construction along Box Hill South Parkway, and is expected to open in early 2012. This is sure to bolster weekday traffic with workers who will take advantage of the restaurants, grocery and specialty shops. When complete, the center will contain up to 450,000 square feet of gross leasable area and nearly 2,000 parking spaces.

Complementing Wegmans Food Market in the Phase I opening will be Joe’s cheap jerseys Crab Shack Bar and Grill, Panera Bread Café and PNC Bank, all of which will be located along Emmorton Road. Currently, planning and permitting are underway for a two-level retail building located to the north of Wegmans, which will consist of approximately 28,000 square feet of premier retail space.
